A lawyer for the Council of State, by public examination, since June 2014, he has since been assigned to the Fifth Section, where he handles cases arising from the Ministry of Economy, Trade and Enterprise; the Ministry of Finance; the Bank of Spain; the National Commission on Markets and Competition (CNMC); and the National Securities Market Commission (CNMV).

Since 2022, he has collaborated with various law firms on particularly complex matters requiring specialized technical expertise. He has also personally advised both individuals and legal entities in various legal areas.


He has completed long-term stays at the Councils of State in France, Italy, Belgium, Luxembourg, the Netherlands, and Colombia. Based on these stays, he is writing a doctoral thesis in which he conducts a comparative study of European Councils of State, including proposals for improving the institutional design of the Council of State of the Kingdom of Spain. He will defend his thesis in the fall of 2025.


He has taught European Legal History and Administrative Law and Economic Regulation at IE University, as well as on the Master's Degree in Legal Practice, specializing in International Business Law, at the Centro de Estudios Garrigues. He is currently a professor on the Master's Degree in International Law at Carlos III University.


He holds a degree in Law (with honors) and a degree in Business Administration and Management (E-3) from the Comillas Pontifical University (ICADE), 2004-2010. He has completed his training with the following programs and courses: Cybersecurity Summer Bootcamp (National Cybersecurity Institute, INCIBE); Leadership for Public Management (IESE); Efficient Regulation and Markets (London School of Economics); and the National Defense Course (Higher Center for National Defense Studies, CESEDEN).


He is the author of several specialized articles on various legal and administrative issues and a frequent speaker at national and international forums.


He recently published a book entitled Normative Technique and the Council of State. Madrid: Dykinson, 2024; and will soon publish another book entitled Comparative Analysis of European Councils of State. Note on the Councils of State of Colombia and Portugal.


He speaks and writes fluent Spanish, English, French and Italian.
